Case Study: Users Managing Delegated Access to Online Government Services
The New Zealand office of the GCIO ran a Proof of Concept (POC) project to test the concept of a Common Delegations Capability for shared government use.
The scenarios implemented by the PoC project clearly demonstrate that UMA is a valuable tool when attempting to allow a member of the public to manage “delegations” or access control. The project closure report goes into detail about the scenarios attempted, the POC successes, the resulting recommendations, and the policy and other caveats attached to the conclusions.
The main scenarios tested included:
- Immigration: Someone overseas wants help to immigrate to New Zealand
- Health: A patient asks their family member to help them do things on their patient portal
- Ministry of Education (Careers & NZQA): A job seeker shares their NZQA Record of Achievement (ROA) with a potential employer
- Ministry of Education (Early child): In the future parents can delegate the pick up their children from school
