The Consent Receipt work has been apart a part of a bottom-up movement for personal data control the that started at Identity Commons in 2006, in a project called Identity Trust. 

Eventually, a that project that found its home at Kantara because Kantara is a bottom-up, open industry organisation that supports the digital identity industry.  Kantara and the  Kantar's Information Sharing Work Group, provided a the home for the Consent Receipt work which was charted to go be contributed to ISO 29184 when completed (in this case the target became ISO/IEC 29184 Online privacy notices and consent)

Now that this work has been contributed to ISO, the co-authors of the work is recontribute are being asked to re contribute it to this new information Information Sharing & Interoperability WG , so that, not only can the work remain open without a paywall, but also it can also be re-used and kept open, without a paywall. (future conditions may apply)  With the condition that all derivatives can be made available for use with to build out more work derived from it within an open public data control infrastructure, (or consent layer).  And, the The ISI WG, will has provide an space separate spaces for project works and interoperability efforts.
