Current Draft

This is the second third (working) draft of the proposed specification.

Changes of note: We added terms Where, Contact, Author, Redistribution, Revocation, and Access based on feedback and conversations at IIW, PII, and from our Kickstarter effortsadded updated key terms to be more specific and added "tooltip" descriptions. Not yet complete in that work.
