ANCR = Anchored Consent and Notice Receipt, is a new type of receipt that is controlled by the individual as a record to direct the management of permissions and the control of data with legal authority of consent.

note: thanks to editors for such a great job on this standard, the v2, completes the original work of the MCVR which was to make a notice receipt, that anyone can use to consent directly with, for a secondary purpose, and control their own personal information.
