This specification aims to separate separates the requirement for notice for processing and extend a more robust notification and activity from consent, but it uses the context of consent to start any first contact with surveillance technologies. It extends to a robust proof of notice protocol which generates a notice receipt.
The notice elements are specified and standaerdized for first contact, to reflect concentric etiquette for digital privacy and security services to present a notice credential, to enable people to provide a stronger/compliant form of eConsent for operational identifier privacy transparency. This presents a new authorization flow, Auth from Consent in which a PII Controller broadcasts surveillance presented provides for compliance notice micro-credential in return, and in this way negotiate exchange and transfer.
The default transparency requirements are specified to standards and presented with authority and receptive to providence of the individual. a new authorization flow, starting with the providence to manage consent, and related permissions and under what authority digital identifiers and attributes are being processed. Providence refers to authority and right to authorize access and control of PII and profiles. 2FCN refers to concentric transparency / use of notice, from and understanding of Consent to the purpose of a service. Not to the use of digital identity, which requires permission. The PII Controller broadcasts surveillance with a data processing notice for processing, before processing or at the outset of processing, with privacy access rights and controls, for any type of data control processing with a standardized data processing notice for citizen trustdata controls.

This specification relies upon standards for the generation of a record that can be used as a proof of notice and a gateway for using a proof of notice as evidence for eConsent.
