Purpose

1. Registry (open) policy notices for consent and compare them to the "transparency obligations" found in law
2. Directory of Trusted Serivces which are assessed in terms of assuring transparency obligations for data management, control, and transparency

Funcitons

1. Enable organistions to register their policies and self assert compliance: Minimum Viable Consent Receipts (MVCR)
2. Organisations to register consent notices to distribute a: 
   1. Digital Reciept
   2. Physical Sign
3. For Trusted Services to enrol with the registry so trusted services can be selected by organisations who enrol
4. for an assessment of trusted services and components
