  2. NwHIN/DirectTrust Discussion


    1. David Kibbe CEO of DirectTrust.org.
    2. Nov 29th/30th ONC hosting meeting taking input from industry.
    3. Discussing deployment of Direct and planning of implementations by the HIEs. There have been created several ways to accredit HIEs in those states. This has led to some lack of uniformity. The industry would want a standardized way instead of state-by-state. EHNAC is serving some of those communities.
    4. Key sub-topics: Identity proofing and verification. Goal would be to have a uniform model for health care, regardless of which use those credentials are created. The other is distribution of trust anchor-bundles.
    5. DirectTrust has produced a certificate policy for individuals (including patients) and organizations. It would be helpful to develop specific use-cases. Would identify proofing of eRX be different than another use case? We don’t want silos.
    6. DirectTrust does not have any other strategy for managing other attributes. For example medical licensure is not part of it now. Should Kantara propose or envision how identity proofing is linked to those orgs. that are certifying certain attributes of those individuals. There is a Kantara work-group focused on that.
    7. DirectTrust/EHNAC will accredit HISP, CAs, and RAs to create the minimum assurances around security, identity, and trust for Directed Exchange.
    8. Ultimately it is up to the subscriber or user to trust or not-trust a partner (e.g. HISP to HISP). Strong feeling in Direct Trust membership you must meet the criteria. If you don’t meet it, then there would most likely be a lack of willingness of other partners to connect to those that do not meet it.
    9. A proposed way to increase trust would be to have an audit process in place.
    10. Standardize proofing, certify proofing, and audit it. Kantara certification could be one aspect of EHNAC certification.
    11. Kantara and Direct Trust DirectTrust should enter into a memorandum of understanding.
    12. Goal would be to solve this very soon – one certification program.

  3. NSTIC Update

    1. Voting occurring now (rules of association). Plenary meeting is on 26/27th in DC.

  4. Impact of Election

    1. No impact anticipated to PPACA.
    2. Propose that we put together solution package and bring to the new types of entities that will be coming up (e.g. health insurance exchanges, ACOs, etc.)
