How to create a requirement

To create a requirement please use the template provided. First, go to the "Candidate Requirements" page, and then click on the ellipses next to "Create"

That will bring up this dialogue. Select PEMC Requirement. That creates a new document on the sample requirements page that you can edit and update.

After you have created the requirement, please remember to add it to the table or requirements
