The Consent Receipt work has been apart of a bottom up movement for personal data control the started at Identity Commons in 2006 in a project called Identity Trust. 

Eventually, a project that found its home at Kantara because Kantara is a bottom up, open industry organisation that supports the digital identity industry.  Kantara and the Information Sharing Work Group, provided a home for the Consent Receipt work which was charted to go to ISO 29184 when completed. 

Now that this work has been contributed to ISO, the work is recontribute to this new information Sharing & Interoperability WG, so that not only can the work remain open, but it can be re-used and kept open, without a paywall. (future conditions may apply)  With the condition that all derivatives can be made available for use with open public data control infrastructure, (or consent layer).   And, the ISI WG, will provide an space for project works and interoperability
