Open Consent Notice Registry & Trusted Services Directory for use with the MVCR

The Minimum Viable Consent Receipts (MVCR) is a digital record of consent which tracks purpose and links to transprency obligations as specified in the law 

Purpose

1. Registry of (open) policy notices for consent which link to "transparency obligations" found in law for consent
2. Directory of Trusted Serivces which are assessed in terms of assuring transparency obligations for data management, control, and transparency

Core Functions

1. Enable the provisioning of Minimum Viable Consent Receipts (MVCR):
   
   1. Provide a service for organistions to register their policies and self assert compliance with the MVCR specification
      1. Organisations who register then get a bit of code to put on their website, 
2. Trusted Services to enrol with the registry so trusted services can be selected by organisations who enrol and embedded in the consen reciept
3. Provide services to support core functions 1&2 
   1. signing/encrption
   2. api for trusted third parties and receipts
   3. create plugin for websites to scrape records.
