IAF-5463 process

RGW discusses the IAF-5463.  This document was ratified by the IAWG but never produced as a published work product.  Richard submitted it in response to the NIST SP 800-63 RFC process.  He suggests that we change the status of the IAF-5463 version 1.3 be approved for publication with a v2.0.

Mapping of SAC V4.0bis versus ISO 29115 and X.1245

RGW is producing a mapping of SAC V5.0 candidate against ISO29115 and/or ITU-T X.1245 (the latter of which is publicly available). Richard has added ISO text to the ITU-T text.

The previous document is the SAC is a distilled and less granular version of SP 800-63, this is the opposite case - there is more detail in the SAC than the other documents. There may be changes to 29115 coming down the road but at the pace of ISO.
