Review - Kantara Project document

• Review of the Application note 1.0 TPI assessment initial findings write-up (Google Doc). Two documents to be developed: the ANCR notice receipt extension and the application of TPI (controller record for TPIs, version 1).

WG review and send to LC (pdf also attached below). add the WordPress site. Put the findings forward. @Tim L to provide sentence, confirm google doc, comment on initial notice (not clear about purpose).
