The MVCR draft definition is: The minimum legally required fields for a consent, which can be used as a core consent record format/profile for all consent records. The minimum functionality and the core benefit of the consent receipt is that it is a 'dynamic consent notice' that can be used by the individual to communicate with a company/organsiation about the consent, the purposes, and the attributes in a consent. .

- To create a specification and standard candidate for the minimum consent record format for a single explicit transaction based consent record.
