Minutes:

  • Patrick Curry--- Traditionally any government will look at industry and see it as a supplier. They package it commercially. What we're talking about are standards, policy and interoperability, not commercialism. Collaborative governance is needed, but clearly missing. Without this bridge, government can't engage with industry. There is (intentionally) no coordination on behalf of the EU commission. This is seen as a real problem.
  • Fulup--- US benefits from large-scale software companies. From an EU perspective, Europe stands to benefit from smaller tech companies.
  • EU cannot / will not fund Kantara Initiative. An EU entity is required. Full stop. As of today, we've not been able to leverage Kantara to get into the EU identity efforts.
  • Austria and the UK will  not support Kantara at this time. In order to stem that tide, two member states supporting key initiatives are needed for the EU commission to join ranks with the likes of Kantara.
  • France, Germany and Belgium are countries that are highlighted as influential and necessary to support Kantara Initiative. Additionally the perception of Kantara as an "American" operation is a barrier. We should market our value as a vehicle for providing content consistently in shaping the standards community.
  • Language barriers are highlighted as a barrier in EU-US-UK collaboration.
    1. How do we cross - communicate?
    2. Who do we reach out to?
    3. Where are there concrete activities taking place that involve money?
    4. What is the proper structure for Kantara to open the channels for collaboration in EU? A european entity needs to be created---a respected legal entity.
  • Patner Organization(s) — collaboration with Fraunhofer (especially considering their reach)? Academia? Trade Orgs? The more diverse the organization is in it's work efforts,the more likely the  EU Commission / Gov'ts will be to engage.
  • Spinning up a European entity within Kantara is costly and would require a solid and short term commitment of financial investment. It's more likely that Kantara would participate with an existing EU entity. But it's clear as of today, Kantara cannot join EU projects.  The only way Kantara is part of anything today is that individual members, like Sampo, are picked up as the architect on certain projects.
  • An optional way forward is to recruit strong, influential EU recognized individuals that could be a fulcrum into EU industries.
    We need to identify a list of valuable, well-positioned individuals. Sampo? Fulup?
  • Kantara would  gain visibility with a show of increased contributions to the community. The EU tends to jump ship when any organization seems to languish or nose-dive.
  • ISOC can open doors, provide meeting space, provide solid support to insuring valuable relations and work efforts-however, they must remain neutral (value is in ISOCs independent advocacy). The recommendation would be to bring Kantara, ISOC and Fraunhofer to the table-at least preliminarily during this F2F.
  • Getting government support will ensure others will come to the table. When the government extends an invite, the masses flock. Demonstrating the ability for governments to tap the re-use of an organizations work efforts is the key, the wedge.
  • ACTION ITEM: 20110517-01 : Draft a wordPress page that markets EUM efforts focussing on curating a list of EU-based activities. This URL should be crafted to be the face of the EUM / Kantara message to EU entities of interest.

Visibility:

  • The visibility and value at events is to have speakers, keynotes. Keynotes are given to those who have booths in conferences.
  • Does it make sense for Kantara to host an event around interoperability? A talk on interoperability is considered necessary and of real value in socializing our message and recruiting. This group needs to identify a list of 3 top EU events to get a keynote slot for a Kantara speaker.

Strategic steps forward:

  • Kantara / EUM value proposition
  • [eum:1] Socialize the bounty of work that outside entities stand to gain significantly by leveraging our work as opposed to them languishing in recreating the wheel.
  • [eum:2] Identify key EU events (keynotes and speaking sessions) and key EU individuals to recruit.
