How do you make this granular enough for this to be useful?

Can't conflate notice and consent.

Agreement to business purposes is a whitewash, not consent.

Access to privacy is not consistent.. its an awkward connotation

Control needs to be in the browser, do not track is voluntary, how do we go about making this mandatory and useful

What liabilities do companies face?

How do we make it clear that the liability exists and also provide a means to address this?

How can we be clear about what a notice covers?
