Abstract: This document is based on the principle that all humans must have access to resilient personal digital identifiers. This is required in our increasingly connected world to access services that allow us to exercise our human rights and privileges. Digital Identifier Inclusion (DII) ensures that all people have the ability to exercise these rights and privileges. Examples of the harms and inefficiencies from exclusion from access to digital resources are briefly described, along with possible solutions. This report presents requirements for Digital Public Infrastructure (DPI) and the (mobile) devices used to leverage this.
Inclusion is critical in the design, development, implementation, operation and maintenance of DPI. In any case where access to DPI and the related services is necessary for the use of human rights it must include everyone with those rights and have inclusion by design and access by default.
