IPR Add-On Selection | @Noreen Whysel | Andrew recommended the IPR policy add on called “Non-Assert Covenant” which not the RAND “Reasonable and Non discriminatory” one that allows participants to retain full copyright to their contributed work. “non-Assert Covenant” transfers IP of workgroup output to Kantara. From Tom’s Sept 22 email: Given the speed that some mobile IDs are moving towards adoption my personal favorite would be a very early report on the meaning(s) of an inclusive ID. Like publication w/i next two months. One definition might be: inclusive mobile ID - one where any resident of any status has the opportunity to purchase a smart phone at walmart for $30 (in 2021). A data plan must not be a requirement. That phone can be taken to a public location for connectivity and download a wallet (if necessary) and an ID with no more than a half day's effort. Note that in some cases the ID might require other documentation or specific locations where the data is loaded (such as a motor vehicle office). The availability of these offices must be reasonably accessible (tbd). The next day the ID must be usable at the intended use sites for that ID. One example would be to get onto an airplane. Note that this definition excludes people that cannot get to a Walmart with $30. So adding a definition of a "dependent mobile ID" would also be needed.
