Nancy has made a lot of progress on the last few sections, she will merge into the google doc shortly

Who tags FHIR objects with sens/conf scopes? Need value sets so that specific codes/values automatically tag. Then the RS can filter if not included, or register resources with the appropriate sens/conf scopes

What data is redacted in transit, is the intention transferred also? How does the policy move to the new system. For example, today notes are usually not shared, since who knows what it's it. This is why data tagging is required to be solved. Should the client know what scopes were removed, or that they don't have access to sensitive data?
