Identity record and what happens prior to identity creation is out of scope

Scope is extensible to identity documents beyond those issued by States.

AAMVA digital trust service will enable relying parties to establish trust in issuing authorities

Role of the verifier to establish if they trust underlying mobile credential, scope of the report is too determine the privacy preserving behavior of mobile credential use.

All data collected under the scope of the privacy enhancing mobile credential principles is protected.

Scope for this report is the "Day 1" attended transactions.
