Add discussion of report outline to next eGov mtg (Feb 6)

note that people watching the discussion aren't seeing conclusion on items in our charter, such as actually agreeing a definition of attribute
for the final report, could we have a chart to map this all out?
challenge is, of course, that this is not a green field and so we have to work in and around other ongoing efforts
note that there is no primer to help people new to this problem space (another interesting gap)
wouldn't it be great if the world could get to a place where there was an agreed upon attribute, a common set of attributes for something like provisioning? Yes, but we're probably always going to have to map from one schema to another.
