FIRE - HIAWG working to find "creativ" charter

ANCR WG update, focused on Notice Record and Receipt Information Structure and anchor specification. Discussed human centric requirements and overall goal and framing the notice work as follow-on to the work on the Consent Receipt and the ISO Consent Record.
